Prof. Dr. Güngör Turan, Dean of the Faculty of Economics and Administrative Sciences and Mr. Niuton Mulleti, Head of the Rector’s Cabinet, participated at the Roundtable held on March 29, 2013, with the Prime Minister of the Republic of Albania, Prof. Dr. Sali Berisha, on the initiatives that are expected to be launched by the Albanian Government concerning the labour market. Representatives of public and private universities, academicians, representatives of labour offices and employment agencies, heads of regions who have already used some new instruments of activating the labour market and the representatives of the International Labour Organization (ILO) were also present at the Roundtable.
According to the speech held by the Prime Minister and the presentation delivered by Mr. Kastriot Sulka, Deputy Minister of Work, Social Issues and Equal Opportunities, the reform of the labour market aims to increase efficiency in employment services and the adaptation of the unemployment benefits into employment incentives. The talk focused on Hartz concept and its implementation in Albanian reality. It consists of a set of recommendations on reform to the Albanian labour market, the establishment of the one-stop-shop centres, deregulation of the labour market, the removal of limitations on part time job, the automatic renewal of the work agreement of the 52 year-old age group and older, financing the start of a small business (My Company), the creation of new types of employment (mini-job and midi-job) through tax reduction.
The opening remarks were followed by discussions and exchange of views between participants and Prime Minister Berisha with a particular focus on the emphasis that should be placed on the facilitation of the conduct of internships by students, the updating of the curricula and teaching methods in compliance with the demands of the labour market as well as life-long learning and continuous education activities which will have a positive contribution in the employability of university graduates as well as the continuous qualification of the Albanian labour force in line with international developments.
